The Moscow Concert Attack and the Threat of ISIS

On March 26, 2024, Senior Research Fellow Colin P. Clarke joined a virtual event ‘The Moscow Concert Attack and the Threat of ISIS’ hosted by Foreign Policy. Following the attack of March 22 at a concert venue in Moscow, which killed over 130 people, U.S. officials said the atrocity was the work of Islamic State Khorasan, or ISIS-K. Why did ISIS pick Russia as a target? What might their attack mean for terrorism globally? What other groups, such as Al Qaeda and Hamas, represent major global threats? “I think there’s really just some terrorism fatigue at this point, after 20 years of the global war on terrorism. People don’t want to think about it,” said Dr. Clarke.
