2023 Terrorism Experts Conference

On October 18, 2023, TSC Senior Research Fellow Susan Sim participated in the 2023 Terrorism Experts Conference organized by the NATO Centre of Excellence Defence Against Terrorism (COE-DAT) in Ankara, Türkiye. Ms. Sim spoke on the implications of emerging technologies for the terrorist threat landscape, noting that technology is evolving so fast that regulatory frameworks will never be able to keep pace. She suggested that states work with scientists and counter-terrorism specialists and practitioners in the same room to forecast threat scenarios and help develop strategies to prevent new technologies from being weaponized for malevolent ends.
