Ali Soufan, Founder of The Soufan Center, spoke at The Global Counterterrorism Forum’s (GCTF) side event on “Threats, Challenges and Resources Related to FTF and Family Repatriations Side Event.” The event was organized by the FTF Working Group Co-Chairs, Jordan and the United States, and held in New York on 24 September 2019. The event aimed to focus on the threat and challenges posed by FTF detainees and families in northeast Syria, the experiences and lessons learned by countries that have repatriated FTFs and/or families, including spouses and children, and the resources available to help countries address these challenges. In his remarks at the event, Ali Soufan noted: “the conditions that gave rise to the September 11 attacks are resurfacing in places like Iraq, Syria and beyond, allowing groups like al-Qaeda and the so-called Islamic State to grow in strength.”
