Stephanie Foggett, who works on Strategic Partnerships and Engagement at The Soufan Center, spoke at the Global Coalition Against Daesh/ISIS Foreign Terrorist Fighters Working Group Meeting on 7 May 2019 which took place in Ankara, Turkey. The meeting – co-led by Kuwait, the Netherlands and Turkey – addressed the current state of play on returning FTFs and the legal and administrative challenges faced by the international community, with a particular focus on issues around their prosecution and accountability. The discussion also covered challenges and good practices on detention and prison systems. Ms. Foggett’s presentation addressed ‘The Current State of Play on the Return or Repatriation of FTFs and their Families.’ 180 representatives from more than 50 countries and 11 international and regional organizations, such as the United Nations and the Council of Europe as well as civil society, participated in the meeting.
