Securing the Future Initiative Roundtable: Assessing the UN Security Council’s Efforts to Counter Terrorism

Hybrid Roundtable Discussion in Washington, D.C.

On February 3, 2022, The Soufan Center was proud to support a Securing the Future Initiative (SFI) roundtable discussion on “The UN Security Council: Assessing Twenty Years of Counterterrorism” in partnership with the Fourth Freedom Forum and the Washington Office of Notre Dame’s Keough School of Global Affairs. The discussion gathered key stakeholders, including government officials, independent experts, and civil society, to identify areas of impact as well as successes and challenges in United Nations Security Council efforts to counter terrorism and violent extremism over the past two decades. The discussion was led by Naureen Chowdhury Fink, Executive Director of The Soufan Center; Alistair Millar, President of the Fourth Freedom Forum; Eric Rosand, Visiting Senior Fellow of The Soufan Center; and Maura Policelli, Director of the Washington Office of the University of Notre Dame’s Keough School of Global Affairs.

The interactive discussion explored the successes and shortcomings of the Security Council’s counterterrorism work, highlighting the need for “right-sizing” the Council’s counterterrorism activities, evaluating the unintended consequences of counterterrorism frameworks and measures, and opportunities for change. The interactions during and inputs from this roundtable helped identify key issues to be considered in subsequent multi-stakeholder SFI workshops and research areas during the course of the initiative, with analysis and policy-relevant recommendations and findings to be delivered by SFI in Fall 2022.
