The Soufan Center’s September 10th Project offers vital tools, information, and analysis to address what the 9/11 Commission identified as a “failure of imagination” that led to the tragic events on September 11, 2001. The Soufan Center hosted the second annual Global Summit on Terrorism and Political Violence on September 9–10, 2025, in New York City. Held as part of the September 10 Project, the Summit underscores our continued commitment to honoring the memory of 9/11 victims and addressing today’s evolving global threats. This annual summit was born from the understanding that we must never become complacent—never take our eyes off the warning signs, trendlines, or fault lines that may allow terrorist organizations to reemerge and exploit our blind spots.

2024 GLOBAL SUMMIT ON TERRORISM AND POLITICAL VIOLENCE

September 12, 2024

The inaugural Global Summit on Terrorism and Political Violence, hosted by The Soufan Center, took place from September 12 to 13 in New York, New York. This invitation-only event brought together leaders from the United States government, intelligence community, international organizations, academia, media, and other key sectors to discuss emerging security challenges and enhance counterterrorism efforts. The Global Summit underscored the urgent need to prevent the United States from regressing to a pre-September 11, 2001, state of unpreparedness in the face of a rapidly evolving terrorist threat landscape. Over two days of programming, the gathering addressed the complex and evolving threat matrix, highlighting the dangers posed by domestic and international terrorism, political violence, non-state actors, technological advancements, and intense geopolitical competition and challenges.
