Efforts by European governments to accelerate a move away from relying on U.S. technology providers are gaining momentum. European countries are seeking to construct a sovereign digital infrastructure under the banner of “digital sovereignty,” gaining more autonomy and, in the process, becoming less dependent on external sources, even longstanding allies. The Trump administration’s return to office, Vice President JD Vance’s 2025 Munich speech, and Trump's repeated comments on Greenland's territorial integrity have transformed technological decoupling from a policy consideration into a growing strategic priority. To some, this pivot suggests a tectonic shift in the transatlantic alliance, perhaps long overdue. There are serious concerns that European strategic hedging and technological decoupling will fundamentally and permanently deepen a broader rift between Washington and Brussels.
When the Trump administration imposed sanctions against officials of the International Criminal Court (ICC), the move exposed Europe’s deep dependence on U.S.-based digital services. After the ICC issued arrest warrants for Israel’s Prime Minister Benjamin Netanyahu and its former Defense Minister Yoav Gallant, U.S. sanctions targeted specific ICC officials and court judges. Accordingly, ICC personnel experienced disruptions to critical digital services, including email access and financial platforms that were tied to U.S. providers. Moreover, Microsoft accounts were suspended, and restrictions were placed on ICC officials' access to core communication systems. The episode demonstrated a harsh reality for European policymakers: critical digital infrastructure — cloud services, communications platforms, and payment systems — could be rendered inaccessible by political decisions taken in Washington. The entire incident raised alarms across Europe about the vulnerability of institutions, governments, and even private citizens to external political leverage over technology supply chains. Zoom, Microsoft Teams, WebEx, and other communication tools are now being reassessed or, in some government settings, replaced altogether. Cloud infrastructure strategies increasingly emphasize European-based providers and sovereign cloud solutions. For example, France has sought to restrict the use of certain U.S. collaboration tools by civil servants, while Austria’s defense ministry has moved to open-source office software rather than Microsoft products. In both Belgium and Germany, public-sector entities continue to expand the use of free, domestic alternatives for a range of administrative tasks and duties. Major U.S. technology firms have come under more intense regulatory scrutiny in recent years. Antitrust investigations are being pursued by authorities at the European Union level and in France, Germany, Ireland, and Italy. This includes a move to enforce widespread digital market regulations that have targeted Apple, Google, and other high-profile tech companies. And yet, despite regulatory frameworks and substantial penalties, including fines, European officials increasingly argue that American tech dominance has not been meaningfully attenuated.
There is a range of other security considerations that extend beyond software platforms. Concerns have also been raised about an overreliance on privately controlled infrastructure, including satellite communication systems like Starlink (especially in sensitive contexts like Ukraine). This has remained a focus of European policymakers, who rightly worry that developing a deep dependence on external providers creates undue strategic risk, especially for those subject to political or executive influence.
This shift has been amplified by broader geopolitical tensions, including trade disputes, continued threats of tariffs, bellicose rhetoric over Greenland, and a significantly diminished commitment by the Trump administration to multilateral institutions. Taken together, these factors have placed severe strain on the transatlantic alliance. What this amounts to is a recalibration of Europe’s strategic posture vis-à-vis the United States and other countries as well. It was once considered beyond the pale for Europe to fathom losing access to crucial computing services or institutional data because of political decisions made by Washington. As of late February 2026, it now seems entirely plausible, leading European governments to expedite contingency planning. The sense of urgency surrounding digital sovereignty is also driven by competition, with European leaders well aware that the continent risks lagging behind both China and the United States in advanced technologies, including artificial intelligence, cloud computing, and semiconductors. Building independent capabilities is partly a defensive measure, but also an economic and industrial imperative.
The United States led the way in building the multilateral system that emerged after World War II and enabled global prosperity at a level heretofore unseen. Nevertheless, current disruptions, marked by trade disputes, economic sanctions, and strained alliances, are forcing European countries to reconsider their reliance on U.S. technology platforms. Instead of a sudden fissure, the result has been more subtle — Europe is diversifying its supplier base, strengthening regulatory frameworks, investing in domestic alternatives, and asserting tighter control over its digital infrastructure.
