Global Parliamentary Conference on Counter-Terrorism and the Prevention of Violent Extremism

From October 7-8, 2025, the Global Parliamentary Conference on Counter-Terrorism and the Prevention of Violent Extremism took place in Istanbul, Türkiye, hosted by the United Nations Office of Counter-Terrorism (UNOCT) and supported by the State of Qatar. Conducted over two days, the forum for members from national parliaments, representatives of parliamentary assemblies, staff from UN agencies, and experts from civil society fostered dialogue and collaboration through a combination of plenary sessions, thematic expert panels, and open discussions.

TSC’s Executive Director Colin P. Clarke and TSC Senior Research Fellow Adejoké Babington-Ashaye provided virtual presentations at this year’s conference. Dr. Clarke offered a keynote address on the topic “The Challenges of Prosecuting, Rehabilitating, and Reintegrating Foreign Terrorist Fighters.” Dr Babington-Ashaye offered a keynote address on the main legal and policy dilemmas when countering-terrorism in the context of armed conflict, building on her recent TSC publication A Roadmap to Criminal Justice Accountability for SGBV Linked to Terrorism.
