ETH Workshop on Swiss Security Policy: Dealing with Foreign Fighters and Their Families after the Loss of ISIS Territory

On January 31, 2020, the Center for Security Studies (CSS) at ETH Zurich hosted an ETH Workshop on Swiss Security Policy on “Dealing with Foreign Fighters and Their Families after the Loss of ISIS Territory.” Richard Barrett, Senior Fellow at The Soufan Center, provided the keynote speech at the event which focused on three high-level panels on dealing with returned foreign fighters as well as challenges with non-repatriation and repatriation. Richard Barrett’s remarks drew on the findings and recommendations from The Soufan Center’s report ‘Beyond the Caliphate: Foreign Fighters and the Threat of Returnees’ published in October 2017.
